Yes, Any body can attend the shivir irrespective whether he took diskha or not. In fact, he/she will feel much better seeing the whole atomsphere and will experience the divine experience. This will also give him opportunity take diksha as Bapuji gives diksha in each shivir to new sadhaks.

: we all are dikshit how can we attend the dhyan yog shivir, whenever these shivir occur, and if someone is not dikshit then he can be able to attend the dhyan yog shivir or not
