Most birds don't ingest non-food, but when they do it can be bad news. I think the plastic bags are potentially dangerous for a number of reasons. If he's being supervises when he's exploring, I wouldn't worry too much about what he's into, but fabric getting chewed up unsupervised can lead to them getting caught in dangling threads, so I'd be a little careful about that as well. Make sure he has plenty of bird-safe toys to chew on! But, yes, they do tend to explore things with their beaks, and it is normal.
