You might want to look at some budgie forums, as budgies are commmonly not hand-raised and therefore not tame. Basically, go very slowly and make sure to consistently reward the behavior that you want to see. If he has a favorite food treat, save that out for training sessions. If he's hand-shy, find how close your hand can move where he notices it, but doesn't react yet, and reward at that point. When you can do that, move it a hair closer, and so on. You can also try target training, where you train the bird to follow a stick (say, a chopstick) around inside the cage, and then use it to bring the bird closer to you, gradually.
