That cage is probably a good size if he gets plenty of out of cage time. I probably wouldn't give a green cheek a mirror -- he could easily get too bonded to it. Also, be careful with items used for a cockatiel -- GCC are smaller than 'tiels but have much bigger, stronger beaks so some 'tiel toys can be too flimsy for a GCC.
The ideal diet would be mostly high quality pellets with a little bit of seed and fresh vegetables and fruit. Mixing a quality seed mix about half and half with pellets is not a bad thing, I prefer Zupreem or Roudybush to Kaytee. I'd skip the peanuts -- lots of fat and the shells are prone to developing a fungus that produces a toxin. Grapes are OK in moderation, but I wouldn't make that the sole fresh food, I'd also offer lots of fresh veggies and maybe sprouts.
