10 hours at night should be fine; he'll probably also need some naps during the day (he's a baby after all). Don't worry about it being completely dark at night. Some birds even do better with a nightlight (if they're prone to night frights or falling). What is important is that he has enough quiet and darkness to actually sleep, meaning he should not be sleeping where people will be walking past him, watching TV, turning lights on and off ect.
If his cage is in an active part of the house, you can either use a heavy cage cover and try to be quiet or have him sleep in a small sleep cage in a quieter area like a spare room.
