I try to have my birds out for 20 minutes to an hour before work, and for an hour or two after work on weekdays, more on the weekends. If your bird were able to get consistent time out and you get a good big cage (but still with suitable bar spacing) and plenty of toys that you rotate around, your bird might well do fine. But parrots do thrive on attention and a flock.
This isn't a cockatiel board and I never really planned on a 'tiel, but one flew up to our door and we never found the owner, so I've learned a bit about them. In your situation a same-sex pair of 'tiels might work out well. They don't tend to hard bond the way a GCC would, so they could keep each other company and still be interested in spending time with you. They aren't nearly as brassy and bright, but they are quite sweet.
