Yes, that is normal, good breeders will leave the babies with the parents for awhile as long as they are caring for all the babies well.
Babies will be larger and healthier if they are cared for by their parents at first, and it has no effect on their tameness to people. In fact, babies that are coparented (raised by their own parents until fledging but handled and played and given supplemental feedings by people) tend to be better-adjusted than babies that are pulled at a young age for handfeeding.
