Patience, I think. I know that's not much help. Maybe avoid forcing a bath on him for a while. Patience and bribery -- find a treat he likes and reward him for every little step in the direction you want him to go. I'd suggest trying not to "make" him do anything and do everything you can to avoid getting into a situation where he bites to make you back off -- that can easily get reinforced and if he has learned that behavior in the past, you really want to avoid repeating that scenario.

I know a site where there are a fair number of owners of used birds, its Parrot Lover's Paradise. I have only "Slightly used" birds, meaning our little flock consists of two long-term pet store residents, which may or may not have been sold and returned depending on whose story your believe, and one cockatiel that turned up on our doorstep skinny and with worms. But he seems uncomplicated behaviorally.
