She is old enough to be able to talk if she wanted to. 4-6 months seems typical for conures. But GCC's are usually not much for talking/mimicking. It kind of goes with them being naturally quiet birds.
That said, there are things you can do to encourage talking. Say what you want her to learn with enthusiasm, and give her a treat when you say it sometimes. They don't respond well to just repetition... it has to be fun. My GCC says a few words and makes kissing sounds and that seems pretty typical; a few people seem to have GCC's with larger vocabularies, but they are not especially easy to understand.
