4 months is a bit young for the first molt. Are you sure he isn't older?
I'm not sure what you mean by black spots. The green color of GCC feathers is due to how the feather reflects light, not green pigment. This means that damage to the surface of the feather can make it turn black. It's not ususal for there to be a small black edging to the green feathers by the time they are ready to be molted - just from normal wear and tear. Black marks that appear on new feathers (stress marks) are caused by stress, health problems, malnutrition, or some medications while the feather was growing.
