The preen gland is located above the tail and if it's impacted or infected it will look like there is a pimple or boil there. If you google for it, there are some images on the web. An infected follicle should also look obviously infected.
However, if he came to you with a ratty tail, is it possible he was kept in a too-small cage and that it will take time for his feathers to recover?
If he's never been to the avian vet, it's a good idea to get a check up once a year anyway.
