Is his tail sparse and ratty looking? Are you sure he's not just doing normal preening? They do spend a fair amount of time on feather maintenance. For a period of time Scooter seemed to be losing -- and replacing -- tail feathers constantly, and the molting feathers would often come out when he was preening them. Plucking is a whole different ballgame.
If you think he's really plucking -- pulling out healthy feathers and leaving "bald" areas -- a vet visit would be a good idea. While plucking can be purely behavioral, it can also be caused by some infections, and GCCs don't commonly pluck, although it also isn't unknown.
If it's constant molting rather than plucking, try putting the lighting near the cages on a timer and using a full-spectrum bulb. It took over a year to stop Scooter from molting constantly, but I think controlling the amount of "daylight" was helpful.
