She certainly did use her elbow to move the kid. I wouldn't call it pushing her out of the way. She looked towards the child and used her elbow to nudge her to move over a bit.

I've been in lots of photos with kids and I'm sure I have done the same. Not meanness, just trying to get a bit of room in a hurry.
