I don't think of liberals as wanting "authoritarian control", so you will have to explain that to me.
As for pools, we do have laws, at least locally, that you must have fencing around pools to help keep children out, even in your own back yard. Parents are expected to supervise children when they are in the pool. Public pools must have a certain number of lifeguards for the number of people in attendance. Sometimes drownings are accidents, sometimes they are negligence. A few times someone has been prosecuted (minimally).
No one and no law can stop all deaths. I would hope the goal is to minimize those with reasonable limitations. And certainly to stop the deaths caused by rage/hatred, however they are committed.
