If it's long past date, it may have less nutrition or the taste/texture may have changed for the worse, but it's safe to eat, and I would eat it as long as it still looked and tasted good when I opened the can.

Now the tuna with rust inside the lid suggests the can was not intact since oxygen would supposedly need to get in to cause the rust even if you can't find the pinhole/seam leak it came in through. So definitely into the garbage, better safe than sorry on that one.
