a prolonged power outage is a bigger problem. FIOS lines come with a 1-hour backup battery at best, and central service there is almost as prone to disruption as cellular service. A cell phone and a crank charger are probably the best you can do now, assuming you are in an area that normally has good cellular reception.
When we have a major power/phone disruption in this country now, though, really the only people still able to communicate will be ham shortwave radio operators with their own generators. A whole lot of people are not going to be able to get through to 911 or anyone else in future major emergencies. That ability fell victim to the phone company lobbyists some time ago.
