You could just buy the fairly common 99 mg tablets and take 2-1/2 of them every 8 hours for 10 mEq of "extended release". If you need a different dose, just use 75 mg = 1 mEq to figure it out.

If you want to make up your own capsules from powder, you will need a small scale that can measure down to tenths of a mg.

Depending on dose needed, slow release may or may not be all that necessary (see link). Probably just a divided dose taken twice a day would do it.
