you could close your office door and run a window unit just in there to lower the temp in that room only? 

As for sleeping, something like a Chilipad is much cheaper to run than AC, but will keep you as cool as you want while you're sleeping. Even one of those fans designed to blow between the sheets can make a sizable comfort difference while keeping the electric bill down.
