Properly seasoned, you can make a lot of delicious dishes from Cuban rice and black beans to Mexican tortillas and frijoles to Chinese tofu stir fry with rice to a rich barley and bean soup or cornbread and black-eyed peas or lima beans.
Eggs are probably the cheapest concentrated protein out there, and their gastronomic uses are endless.
Winter root vegetables are all dirt cheap and can be made into very tasty dishes, as can the seasonal fruits.
Buy in bulk wherever possible--it will save you quite a bit in the long run. Make your mashed potatoes from potatoes, not boxes. Make your cakes from flour, sugar, and butter, not mixes, etc. (OTOH, decent powdered milk could save you on the grocery bill. Mexican or similar ethnic food aisles should yield up very tasty Klim or Nido whole milk powder if you don't like skim.)
