heavy cream vs. evaporated milk

I have a recipe that calls for either 1/4 c of heavy cream or evaporated milk?

Can I always substitute evaporated milk for heavy cream - even low fat evaporated milk - in recipes - obviously not for whipping cream, etc, but to make a creamy tomato sauce, etc.?
