I knew an ex policeman who was in the southwark ,elephant and castle area in the late fifties.There was a lot of bombed out houses from ww2 still.New estates were being built and early tower blocks were being built.He said they had to patrol around these areas in two's,as there were loads of rat runs people could leg it and hide.The police used to go down at weekends to the elephant to break up the fights,he said it was like scenes from a western bar fight.the ex policeman said they had respect from the law abiding people,but not from the others.It was before most police had radios and they had to telephone in from the police boxes.He reckoned that the radio room back at the station ,he heard bangs and crashes from some of the other police.This was where things were sorted out with the troublemakers.I don't think many people re offended.The problem now is there is no fear of authority.
