Ears can come up, start to come up, go up and back down, and finally up after 3 or 4 months to 6+ months. Depends on the dog. It is not uncommon for them not to go up until 6 months. Personally, I love to see them floppy, puppy like, or with one up and one down. So cute. You should not try to hold them up or fold them back as you could damage them. Personally, I would never tape or snip or clip my dogs ears, especially in a mixed breed. GSDs actually are not officially adults until 2-years-old. Love them puppies.
