some sites recommend tapping or gluing the ears if they aren't up on their own by 6 months of age for german shepherds.

I also read that they can stand, then flop again when the puppy starts teething, but should stand back up again on their own.

One site said that if they are not standing by 4-1/2 months of age to add a good vitamin and calcium supplement to their diet. One mentioned taking them off of commercial puppy food at 5 months of age if the ears weren't standing.
