OUELLETTE Jean-Baptiste

I am trying to locate the birth certificate of Jean-Baptiste Ouellette, born 30 December 1869. On marriage cerficate of Jean-Baptiste, parents were Joseph Ouellette and Adele Boulanger from "G.F11". I suspect "GF" stands for Grand Falls, but I am not sure.
Any trail helping to locate the parents would be appreciated.
