: Ed, from talking with Roy Riggs in the past, I believe that either his father or grandfather established the arboretum. The 1958 Kingman Diamond Jubilee Program states: "It was started in 1887 and until 1906 it was a government experiment station operated by J.W. Riggs." It is located close to where the Waterloo grade school was.
