I'd say it's better to release the tagged fish as this allows the study to continue.
Anyways, mo re info on SCDNR and thier tagging program...
Click the link below; it's all I could find on SC DNR's website, Besides this little blurb:
" Tagged Fish: What do I do if I catch a tagged fish?
If a tagged fish is caught (and kept), the tag should be sent to SCDNR along with information on size, location and date. If releasing the tagged fish, record tag number, size, location and date, and write or call SCDNR.
Freshwater Tagged Fish: SCDNR, Freshwater Fish Tagging Program, PO Box 167, Columbia, SC 29202 or call (803) 734-3943.
Saltwater Tagged Fish: SCDNR, Marine Fish Tagging Program, PO Box 12559, Charleston, SC 29422 or call (843) 953-9300. "
