Birds do molt -- they lose the feathers and they grow back. If he has NO tail feathers, that's different, but I've seen birds kept in too-small cages wear their tail feathers down.
Molt is said to happen once or twice a year, but in a home setting with artificial light some birds molt semi-continuously.
It's fine to clean things for your bird with bleach as long as you do it well away from the bird so he doesn't get exposed to the bleach fumes. Then rinse it well and let it dry thoroughly. Make sure you got off any dirt or material crusted into crevices, though -- bleach and other disinfectants aren't very effective through dirt -- getting the thing thoroughly clean is probably your bigger concern.
