They all want that attention but after a long time of neglect it will take a long time to get that trust back. I adopted one that was 4 yrs old, well taken care of, he was nippy when she had him but he bit like a hammer after a few days of settling in here.
I think you have to give him a month just to settle in, even a well taken care of bird would be in shock and scared from new surroundings and people and the older the more settled it is and will take longer to settle in to where it is.
I would sit near his cage, read or talk to him and just let him come to you. Unlike cats or dogs, with birds your either a flock member or predator and right now you are on the predator side and he learned that from the previous owners.
It will take time, how long I don't know but it has to be started from the birds side.
The biggest thing I learned was I was always trying to get him to like me and after 2 months of him making my hand look like someone took a hammer to it, I finally came to the conclusion that this was the way he was going to be forever so I would just allow him to be like that and I would just make him as happy as he wanted, I just let go of what I wanted him to be.
Right now, I can't get him off me, he never bites and is cuddly as anything and that was because I let him decide when he would trust me.
Everything changed in taking care of my birds when someone told me look at it from their point of view, don't look at them, look at what their seeing.
