Do you mean like a space heater? Some manufacterers may coat parts with oil to prevent rusting, and that will burn off the first time it is used and produce some fumes. Otherwise if there are no non-stick/teflon coated parts it should probably be safe... I've used a space heater, we did run it on a high setting for a few hours away from birds to burn off any oil.
As for the banding, back when wild caught parrots were being imported, a closed band was proof that the bird was domestically bred, since the band could only fit over the foot when the bird was a baby. Also since bands have an id number on them, a stolen bird would prob have its band removed. However that's really only a concern with the larger and more valuable birds and microchips are often used now. Many breeders do not band their babies, or do band them but recommend the owner has the band removed when they take their bird for a checkup, because bands can sometimes be dangerous (they get caught on toys, ect.).
