If my memory is correct, my GCCs only grow their flight feathers back in about once or twice a year. It's a long time at any rate. Because only the ends of the feathers are trimmed and the shaft stays intact, the feather won't be replaced until the wing molt would normally happen. It also seems to take mine a long time for the flight feathers to become fully grown once you see the new emerging feather peeking through. Keep an eye out for the old feather shaft lying on the bottom of the cage, to let you know when the process is starting. But sometimes they'll play with/eat their discarded feather shafts before you can see it.
