Growing flight feathers

Magoo seems to be taking a long time to grow back his flight feathers.

Does anyone know if there is a 'normal' amount of time for this to happen?

Magoo had his wings clipped by the breeder before I brought him home in June, 2009. He's been through a molt, and even grew back 2 tail feathers. But so far, no sign of any new flight feathers.
