Feather barbering is different from plucking. Plucking feathers is painful, so a bird has to be feeling pretty bad for it to resort to plucking (ie. food allergies, very itchy or irritated skin, lots of stress, ect.).
But barbering is painless. It could simply be from boredom or just because he thinks feathers are fun to chew on. You might just try some new chew toys... maybe a toy that has some feathers on it. Even if he stops barbering, it will probably be months before he looks any better, since you need to wait for the remaining end of the feathers to molt out naturally.
