First I agree with Stan, did he start plucking when you got the heater. Also if it isn't the oil, birds can be very sensitive, if there is any noise or vibration (you might not be able to sense it) or even having the heater so close to him might set him off. Birds pluck because their nervous, you'll have to look from their viewpoint to see what's wrong.
