Feather Picking...gone horrible!

My green cheek conure, Sam, picks his feathers. He's done this for quite awhile. But, its strange how he does it...he barbers the feathers off at the base. So, he's bald...as if he picks...but he doesn't pull the feather out of the follice. We've been to 2 vets and are starting with a 3rd tomorrow trying to figure out what is wrong. The thing that has me very upset is that he has started to pick the feathers off our other GCC, Mingus. We are keeping them apart as much as possible to keep Sam from balding Mingus.

Anyone ever heard of anything like this? Any suggestions for how to stop it?
