Try attaching a perch on the outside of the cage, and a toy on the outside as well.
I have a wooden perch and a bungie perch on the outside of Magoo's cage, as well as a rope perch on the top of the cage.
Magoo loves to spend time on these perches.
It might help you to get your bird more use to being out of his cage.
