I think your Kilo has hit puberty! You should stick train him (teach him to step up on a stick) so that you can handle him without being bitten. I think positive reinforcement is better than time outs, and will have better long-term effects. Focus on what Kilo does that you WANT him to do, and reward him for this. This will expand those behaviors rather than expanding biting behaviors by reacting to those.
This is a phase that Kilo is going through, but you really want to avoid keeping any of these behaviors by accidentally conditioning him to do them. You should definitely resist the urge to yell and fling him. The best thing to do is to maintain a distance from him so that he doesn't get in the habit of biting you, and to realize that he'll grow out of it.
