I'm in Ontario. I just don't let my boy outside until its at least 17, 18oC and up. But then I am a little paranoid. All you have to do in winter is make sure the house is warm enough for you, your bird should be fine. However if you notice him poofing up and fluffing his feathers up, hes probably cold.
