Try no longer allowing him on your sholder, keep him on you hands or on a table and play with toys with him. Find a treat he likes and feed him those often, most are very food motivated and it can help them to stop biting fingers.
Scream and throwing a fit often is the instinct for us but it causes the birds to do it more often as they love the drama and noise. When i get bite yes i usually yell "no" loudly and hold their beak with my fingers. they usually let go and then i lock them back up in their cage and leave the room for a awhile. Being alone is scary for birds and great form of punishment.
