I think it applies mostly to parent raised birds who aren't tame yet. They want to interact with the reflection rather than with people.
Bith my birds have access to mirrors. My GCC has very little interest in mirrors so I don't think it would ever be a problem. My budgie, on the other hand, is mirror-crazy and I could see a parent raised bird like him being hard to tame with mirrors around. But he is as tame as we would like him so he can have his mirrors. Mirrors make him happy and less demanding of us - and he still loves to interact with people and with my GCC.
