Spending more time out of AND away from the cage helps with aggression. A playgym is good.
A parrot only spends most of its time in one place when it's nesting... which is also when it will be most aggressive and territorial. And spending time away from the cage (as well as changing toys and perches around) will help. If having him out more isn't possible, you might consider a seperate smaller sleep cage for him to go in at night... then he can go to his regular cage for the day.

I would also think that some of the aggression you're seeing is simply due to the fact that he's in a new home and the cage is familiar to him so he is protecting it.
