A basement isn't ideal. I think you would want to have a good air filter (air quality in basements often isn't great) and as others said, a full spectrum light over the cage. Also, it would be best if you could have him upstairs for awhile every day - maybe when the cats are out, or locked in a room. A little sunlight and change of scenery is good. GCC;s are most likely to become bored or aggressive if kept in an unchanging environment - like a single room.
