All birds need sunlight in order to maintain good health and good plumage. Yes, you can use full spectrum lighting, but how would you feel always being in a room with no windows? Not very good most likely. I'd suggest putting your bird in a room with windows and that has a door that can be closed so the cats can't get in. I'd feel horrible for your bird if it was in a room with no natural lighting.
