I don't understand why if you take the remainder of the money when he has already spent half of it that this will cause a ruckus. He felt it was okay to spend half the money and not consult you. The way I see it is that you are following the rules set by him. If he doesn't like it then I guess he should've talked to you about how he was going to spend "his half".
