Where can I get a pet turtle?

Hi,

I am from Anand,Gujarat.I really want to get a pet turtle. But the dealer at the local aquarium shop tells me its illegal to sell turtles and that I cannot get them at aquarium/pet shop.

Can some one help me and give some idea as to where I might be able to get one in Ahmedabad or Vadodara?
