which turtle to buy

Hi all
I want to have a turtle as a pet. I need to know:
1. Do they need to be in a pair?
2. Which breed would remain small as I have a small flat and might not be able to accomodate them once they grow up and do not wish to part also
3. Where in Mumbai do I get this breed?
