The white slime may just be shedding skin that got wet from being in the water. if it doesnt go away temporaraly, my best advice is to take it to the vet.Youmust make sure her water is always clean. The reason for her hind legs not working may be because of a birth defect, but to make sure the turtle is ok i would take it to a local vet. To make it easier on her hind legs just fill the tank with less water. Hope she gets well.
