With respect, I find it difficult to believe that dirty front and rear wheel spindles can cause the wheels to seize up. The spindles pass through the wheel bearings each side and it is only these that the wheel spins on. Unless the bearings themselves have seized (virtually impossible) the wheel simply has to turn. All that can stop the wheel revolving is that the brakes are stuck on, due either to the brake cam seizing in the drum, or the brake linkage (pedal, cable etc) being jammed.
