They keep you warm and dry, but slow the bike down slightly through wind resistance.
It won't damage them to unbolt them, so you can always put 'em back on if you regret your decision!
If 'rip them off' meant literally destroying them to remove them, then get someone else to do the job gently without breaking anything!!!
