Look at your state school laws, there are laws on homeschooling there.

Does your local high school offer this as an option, for her to finish her schooling under their guidance but at home? Our state also has a law that when you accumulate 23 credits in college you are eligible for your high school diploma from the state. There are lots of options. Life doesn't stop at high school. She, being a senior in high school, is certainly old enough to enroll and probably do just fine in the local college. That way she can finish her high school plus be started on her way to her associates and more. First though, you need to know your state laws on homeschooling if that's going to even be an option and what your public school is and is not required to help with for the process.
