Tigress, Ellie, and EVE will probably get pages eventually. I haven't seen All Dogs Go To Heaven 2 - when I get around to seeing it I'll consider Sasha. Kanga...well, she doesn't really do much, but maybe someday.
As for the other two, they won't get pages. Saphira is a digital character, yes, but she's from a live-action movie. And Zira's a villain, not a heroine.
